I have examined the accompanying Ordinance intituled

An Ordinance to prohibit exhibitions, publications, and advertise-

ments of an indecent, obscene, revolting, or offensive nature,

and I am of opinion that the Ordinance is one which is not contrary to the

Governor's Instructions.

2. The object of this Ordinance is to suppress, indecent and ob-

jectionable exhibitions, publications, and advertisements.

Many such advertisements appear in the Chinese press and the evil appears to be growing. Attention has been drawn to this by

members of the Chinese community.

Such advertisements have re-

cently been practically suppressed at Shanghai.

Similarly objec-

tionable advertisements are also shown on walls and in other public

places.
